In October 2004, the Urban Institute (UI) started implementation of the Communities Empowered for Local Decision-Making program (CELD), funded by USAID. The overall objective of UI/CELD is to encourage more effective, responsive, and accountable local governance in Georgia. The main function of the urban Institute is to provide technical assistance to the local self governments, give recommendations for the legislative activities, promote the reforming process of budget and financial systems and encourage citizen participation in local self governance process. UI is working with more than 35 partner cities in Georgia implementing the following: budget and finance, performance management, associations? development, NGO development, legislation and decentralization, local economic planning, youth, gender and civic education. This site is made possible through support provided by the Bureau for Latin America and the Caribbean, U.S. Agency for International Development (USAID) under the terms of Award EDG-AA-00-02-00007-00. The Cuba Transition Project, at the Institute for Cuban and Cuban-American Studies (ICCAS), University of Miami, is an important and timely project to study and make recommendations for the reconstruction of Cuba once the post-Castro transition begins in earnest. The project started in January 2002 and is funded by a grant from the U.S. Agency for International Development.

USAID's Decentralization Project is implemented by Development Alternatives Inc. Make Decentralization Work (MDW) is a three-year program, funded by the United States Agency for International Development (USAID), designed to strengthen the decentralization and local governance processes in Macedonia. It is a continuation of the USAID Local Government Reform Project which, over the past five years, provided technical assistance in the area of decentralization to the Government of the Republic of Macedonia, to the Association of the Units of Local Government, and to the Local Governments. The new Program will be implemented by the same company ? Development Alternatives Inc. ? DAI. In July 2005 the official transfer to local government of services and fiscal responsibilities that formerly resided with the central government will begin.
