Address issues of energy sector governance with the objective of sustainably strengthening the sector to foster economic growth. Some examples include: 1) the completion of a Rural Electrification Master Plan in Zambia; and 2) changes in Southern Africa Power Pool's governing documents to allow for private sector participation in the power pool.
